Ten years after the Armistice, it is now possible, and appropriate, to look back on the Great War with historical perspective, and to appraise the character and services of its statesmen. Since November, 1918, conditions and points of view in the various belligerent countries have changed vitally; the great reputations of the war period can now be evaluated in the light of events.
